Meeting on Current Status of Transboundary Fish Diseases in
Southeast Asia: Occurrence, Surveillance, Research and Training
This meeting was convened at the Conference Room of Traders Hotel in Manila, Philippines on 23-24 June 2004. It was organized by the Aquaculture Department of the Southeast Asian Fisheries Development Center (SEAFDEC/AQD) through the Regional Fish Disease Project that is financially supported by the Government of Japan (GOJ) Trust Fund.
The objectives of the meeting were to: (1) provide a forum to share the most current experiences and knowledge of transboundary fish diseases and pathogens, especially koi herpesvirus (KHV), white spot syndrome virus (WSSV) and Taura syndrome virus (TSV), with the SEAFDEC member countries; (2) increase our understanding of the current status of fish disease quarantine, surveillance, monitoring, diagnosis, research and training in each SEAFDEC member country; (3) integrate the most current information on various aspects of transboundary fish diseases in the SEAFDEC member countries and compile it in a proceedings; and (4) identify and discuss issues to be solved at national, regional andinternational levels.

A total of 34 participants (including observers) attended the meeting. Participation in the meeting was made only by invitation. With the financial support from the Regional Fish Disease Project, the SEAFDEC Aquaculture Department invited 10 representatives from the SEAFDEC member countries (Hajah Laila Haji Hamid [Brunei Darussalam]; Bun Racy [Cambodia]; Agus Sunarto [Indonesia]; Thongphoun Theungphachanh [Lao PDR]; Faazaz Abd. Latif [Malaysia]; Saw New Year [Myanmar]; Simeona R. Regidor [Philippines]; Ling Kai Huat [Singapore]; Somkiat Kanchanakhan [Thailand]; Kim Van Van [Vietnam]), and speakers from Japan (Motohiko Sano), Taiwan (Chien Tu) and Canada (J. Richard Arthur). Two scientists, Yoshiyuki Oketani and Michael J. Phillips, each from the Office International des Epizooties (OIE) in Tokyo and the Network of Aquaculture Centres in Asia-Pacific (NACA) in Bangkok, also attended the meeting. From the SEAFDEC Secretariat in Bangkok, the Deputy Secretary-General, Junichiro Okamoto, participated in the meeting. In attendance, were 10 scientists from the SEAFDEC/AQD (Rolando R. Platon, Jurgenne H. Primavera, Kazuya Nagasawa, Gilda D. Lio-Po, Erlinda R. Cruz-Lacierda, Celia R. Lavilla-Pitogo, Leobert D. de la Pena, Edgar C. Amar, Gregoria Erazo-Pagador and Elena S. Catap), whose attendance was funded by the Regional Fish Disease Project. The Philippine Government sent six persons as observers from the Bureau of Fisheries and Aquatic Resources (BFAR). The Socialist Republic of Vietnam also sent one observer to the meeting.
During the meeting, three viruses, KHV, WSSV and TSV, were highlighted as transboundary fish and shrimp pathogens. The meeting consisted of five discussion sessions: (1) KHV; (2) WSSV and TSV; (3) quarantine services of aquatic animal diseases; (4) surveillance, monitoring and diagnosis of aquatic animal diseases; and (5) research and training on diseases of aquatic animals. For each session, at least one invited lecture was given, followed by reports from 10 SEAFDEC member countries. During the first session, the current status of KHV infection in Indonesia, Taiwan and Japan was reported by Drs. Agus Sunarto, Chien Tu and Motohiko Sano, respectively. For the second to fifth sessions, invited papers were presented individually by Drs. Leobert D. de la Pena (SEAFDEC/AQD), J. Richard Arthur (Canada), Yoshiyuki Oketani (OIE), Michael J. Phillips (NACA) and Kazuya Nagasawa (SEAFDEC/AQD). Through the country reports, detailed information on the current status of KHV, WSSV and TSV, as well as on fish disease quarantine, surveillance, monitoring, diagnosis, research and training in Southeast Asian countries was assembled.
The proceedings of the meeting was published in October 2004 (Lavilla-Pitogo and Nagasawa, 2004).
